Amends Hawaii Revised Statutes Section 26-6 to require the Department of Accounting and General Services to establish a mileage-based compensation program allowing state employees to use personal vehicles for official business.

Directs the department to encourage use of personal vehicle mileage compensation with the goal of minimizing the size of state motor pools.

Employees participating in the program will be compensated for work-related travel costs based on mileage driven in their personal vehicles.

Authorizes the Department of Accounting and General Services to adopt rules under Chapter 91, Hawaii Revised Statutes, to implement the program.

Takes effect upon approval.
