Establishes an information technology modernization program management office within the office of enterprise technology services to provide guidance and support to major IT projects of state departments, agencies, and the University of Hawaii system.

Requires the chief information officer to ensure the office acts as a central resource guiding major IT projects in implementing best practices including leadership engagement, staffing, technology selection, procurement, security, data governance, change management, risk management, quality assurance, and testing.

Designates "major information technology projects" as those subject to independent verification and validation, with total expenditures over $1,000,000 or taking more than one year to implement, or that are critical to key business capability of state departments or agencies.

Requires sponsoring state departments or agencies to retain overall responsibility for project success while developing a charter with the chief information officer that includes staffing assessments and responsibility matrices.

Requires monitoring of cost, schedule, and performance parameters for each major IT project and tracking of baseline changes.
