Amends Hawaii Revised Statutes Section 226-8(b) to expand visitor industry objectives and policies under the State Planning Act.

Adds nine new policy objectives (numbered 9-19) focused on regenerative tourism, including protecting Native Hawaiian cultural integrity, supporting malama aina (caring for the land), and strengthening community relationships.

Requires positioning local business owners and entrepreneurs in the economic value chain to ensure economic benefits to local communities and meaningful engagement between visitors and residents.

Establishes policies to reduce negative environmental impacts on beaches, reefs, ocean life, and communities, including addressing vacation rentals, bed and breakfast operations, and rental cars.

Mandates increased employment and leadership opportunities for Hawaii residents, involvement of residents in decisions affecting their lives, and support for emerging economic sectors to reduce tourism dependence.
