Authorizes counties to adopt ordinances establishing a block-level upzoning program allowing homeowners within urban district blocks to vote to increase housing density beyond current zoning limits.

Requires an affirmative vote of two-thirds of homeowners within a block for density increases, while prohibiting homeowners from voting to decrease housing density.

Allows each county mayor, with county council approval, to designate a county agency or official to oversee the program and review proposed housing density increases.

Permits challenges to density changes to be filed in circuit court in accordance with Hawaii rules of civil procedure.

Authorizes counties to adopt implementing ordinances covering voting rules and procedures, public outreach requirements, and definitions of "block"; effective July 1, 2050.
