Prohibits the governor or mayor from suspending requests for public records under Hawaii Revised Statutes Chapter 92F, Part II during a declared state of emergency or emergency proclamation.

Prohibits the governor or mayor from suspending requests for vital records or statistics under Hawaii Revised Statutes Sections 338-18 or 338-18.5 during a declared state of emergency or emergency proclamation.

Amends Section 127A-13(a)(3) to clarify that the governor's power to suspend laws during emergencies does not apply to the newly created restrictions on suspending public records and vital statistics requests.

Takes effect on July 1, 2050.
