Establishes a working group under the office of enterprise technology services to study state office buildings capable of providing equitable telecommunication access for remote participation in legislative hearings

Working group membership must include representatives from each county, the departments of accounting and general services and education, the University of Hawaii system, and a person with a communication disability

Requires submission of findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2022 regular session convenes

Working group dissolves on June 30, 2022

Act takes effect on July 1, 2050
