Establishes the Kawaihapai Airfield (Dillingham Airfield) revitalization task force within the department of transportation to address issues threatening the airfield's closure.

Task force must address securing a long-term lease with the U.S. Department of the Army (current lease expires July 5, 2024), water infrastructure management, permitting compliance, safety requirements, and tenant financial obligations.

Task force composition includes the transportation director (chair), legislative committee chairs, two commercial tenant representatives, two private tenant representatives, one community representative, and invited members from Congress and the U.S. Army.

Task force must submit reports to the legislature by June 30, 2021 (initial plan), January 1, 2022 (progress update), and June 30, 2022 (final report), then dissolves on June 30, 2022.

Bill notes the airfield generated 33,805 aircraft operations in 2019 and supports over $12 million in annual revenues and 130+ jobs as a premier recreational skydiving and gliding destination.
