Authorizes government agencies to wheel electricity produced from renewable energy sources at their own facilities to other governmental agencies over existing utility transmission lines.

Permits the Public Utilities Commission to disallow a wheeling project if determined to be detrimental to an electric company or not in the public interest.

Allows the Public Utilities Commission to adopt rules under chapter 91 or by order to implement the wheeling provision.

Defines "wheeling" as transmitting electric power from one governmental agency's generation point to other governmental agencies' facilities over a third-party electric public utility's existing transmission lines.

Takes effect upon approval.
