• Requires the Department of Transportation to submit annual reports to the legislature detailing compliance with complete streets policy, including facilities initiated, complete streets features incorporated, exceptions made, and performance standards.

• Mandates the Department of Transportation establish and publish performance standards with measurable benchmarks for safe and convenient travel for all users on state roadways.

• Expands bikeway funding requirements from 2 percent to 5 percent of eligible federal funds (based on a three-year average) for establishing multi-use paths, bicycle paths, lanes, and safety devices.

• Requires the Department of Transportation to apply complete streets policy to new construction, reconstruction, repaving, operations, and maintenance activities, and to create and publish a complete streets policy checklist on its website within 60 days of completion.

• Directs the director of transportation to provide training for maintenance staff on complete streets policies and implementation procedures, and requires counties to consider complete streets policies when adopting or amending land use ordinances.
