Transfers administrative authority of the State Building Code Council from the Department of Accounting and General Services to the Hawaii State Energy Office within the Department of Business, Economic Development, and Tourism.

Amends the definition of "department" in Chapter 107, Hawaii Revised Statutes, to reference the Department of Business, Economic Development, and Tourism instead of the Department of Accounting and General Services.

Relocates the council administratively to the Hawaii State Energy Office while maintaining the council's composition of eleven voting members (one building official from each county, plus representatives from state fire council, labor department, state energy office, engineers, architects, builders, and subcontractors) and one nonvoting comptroller member.

Transfers all rights, powers, functions, duties, employees, records, equipment, appropriations, and property related to the state building code council to the new department, with transferred employees retaining civil service status, salary, seniority, and benefits.

Takes effect July 1, 2050.
