Increases maximum fine for violations of Section 6E-11 from $10,000 to $20,000 for each separate violation.

Adds requirement that landowners or developers responsible for projects with violations must execute mitigation and preservation measures ordered by the department and are jointly and severally liable for all mitigation and preservation costs.

Increases maximum civil penalty for violations of Chapter 6E from $10,000 to $20,000 for each separate violation (Section 6E-11.5).

Increases maximum fine for violations of Section 6E-12 related to prehistoric or historic human remains and burial goods from $10,000 to $25,000.

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that occurred before the effective date.
