Adds new section to Chapter 141, Hawaii Revised Statutes establishing farmer equity provisions within the Department of Agriculture

Defines "socially disadvantaged farmers or ranchers" as members of groups subject to prejudice based on race, ethnicity, gender, or immigrant status, including Native Hawaiians, Pacific Islanders, African Americans, Native Americans, Alaskan Natives, Latino/a/Latinx, Asian Americans, women, and immigrant communities

Requires the Department of Agriculture to ensure inclusion of socially disadvantaged farmers and ranchers (including those in urbanized areas) in development, adoption, implementation, and enforcement of food and agriculture laws, rules, policies, and programs

Mandates the Department consult with federal, state, county agencies and private sectors on opportunities for socially disadvantaged farmers, disseminate information on available federal programs, evaluate boards and advisory panels for inclusion opportunities, and compile data on subsidy and state land lease allocation

Requires the Board of Agriculture Chairperson to submit annual reports to the legislature beginning no later than 20 days before the 2022 regular session, including findings, recommendations, proposed legislation, and information on improving processes for socially disadvantaged farmers and ranchers
