Requires all state building construction using concrete to use post-industrial carbon dioxide mineralized concrete unless it increases costs or delays construction completion.

Defines post-industrial carbon dioxide mineralized concrete as concrete that has undergone active carbonation treatment during mixing, where carbon dioxide is injected into and mineralized within the concrete.

Establishes this requirement to support Hawaii's climate change mitigation commitment under Act 15 (Session Laws of Hawaii 2018) by sequestering greenhouse gases in concrete rather than releasing them as emissions.

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that occurred before the effective date.
