Extends the statute of limitations for civil actions arising from childhood sexual abuse to within 50 years of the minor's eighteenth birthday, replacing the previous 8-year limit.

Permits punitive damages in civil cases brought under this section.

Allows courts to order restorative justice measures such as victim impact panels, victim impact classes, or community service at their discretion if requested by the victim.

Requires plaintiffs to file a certificate of merit with a notarized statement from a licensed psychologist, marriage and family therapist, mental health counselor, or clinical social worker attesting to a reasonable basis for the claim.

Allows defendants to recover attorney's fees if a false accusation is made with no basis in fact and malicious intent, requiring independent court findings separate from verdict outcomes.
