Requires all state and county entities to maintain only vehicles without internal combustion engines beginning January 1, 2035.

Establishes vehicle procurement priorities for state and county entities purchasing light-duty vehicles, prioritizing electric vehicles, plug-in hybrids, fuel cell vehicles, then other alternative fuel and hybrid vehicles.

Allows agencies to request exemptions from the chief procurement officer if required vehicles are unavailable or do not meet specific agency needs, including life cycle costs.

Exempts vehicles acquired from other state agencies and "excluded vehicles" as defined in federal regulations from the requirements.

Takes effect upon approval and aims to reduce Hawaii's carbon emissions and support the state's goal of achieving net zero emissions by 2045.
