Prohibits foreign nationals and foreign-influenced corporations from making contributions, independent expenditures, or electioneering communications in Hawaii state elections.

Requires corporations making contributions or expenditures over $1,000 in an election cycle to file a certification statement signed by the chief executive officer within seven business days, affirming under penalty of perjury that the corporation is not foreign-influenced.

Defines "foreign-influenced corporation" as any corporation where a single foreign owner holds 5% or more equity, where a foreign owner participates in political decision-making, that is incorporated in a foreign country, or that has its principal place of business in a foreign country.

Requires recipients of corporate donations to obtain certification that funds are not derived from foreign-influenced corporations before using them for political expenditures, and mandates separate accounting and tracking of such funds.

Requires noncandidate committees making only independent expenditures to obtain statements of certification from top contributors (those contributing $10,000 or more in 12 months) that funds are not derived from foreign-influenced corporations, or return the contributions if certification is not received.
