Authorizes the Department of Human Services to provide public assistance to eligible residents during a governor-declared state of emergency under HRS § 127A-14.

Eligible persons must be bona fide state residents, provide social security account numbers for each household member, meet income criteria, and be unable to engage in substantial gainful activity due to the emergency.

Persons aged 18-65 qualify if they are determined needy, cannot meet federal supplemental security income eligibility criteria, and cannot work due to the declared emergency.

Monthly assistance allowance cannot exceed the federal supplemental security income benefit payment amount for the state.

Effective July 1, 2060.
