S.B. 2 Summary

• Clarifies that lands set aside by the governor to or leased to the Hawaii Housing Finance and Development Corporation by state departments or agencies are excluded from the definition of "public lands" in Hawaii Revised Statutes § 171-2.

• Requires the Hawaii Housing Finance and Development Corporation to return any leased lands to the originating state department or agency when those lands are no longer needed for housing, finance, or development purposes.

• Adds a new provision requiring the corporation to give preference to individuals on the Department of Hawaiian Home Lands waiting list when developing or financing affordable housing on government or crown lands set aside or leased to the corporation.

• Makes conforming amendments to § 171-64.7 and § 201H-9 to align public lands provisions and clarify corporate property rights and obligations.

• Effective date: July 1, 2050.
