HI SB2005

Establishes restrictions on government use of facial recognition systems and information obtained from such systems in Hawaii.

Permits facial recognition use only by trained law enforcement to compare surveillance photos to arrest booking photos or conduct photo lineups, by driver's license agencies complying with federal REAL ID Act, or during disease outbreak emergencies at state airports with thermal scanning technology.

Requires immediate destruction of facial recognition-obtained information within 60 minutes after collection.

Prohibits facial recognition information from being used as probable cause for arrest.

Exempts government officials' personal use of privately-owned facial recognition systems when acting in unofficial capacity.
