HI SB2017

Repeals the population requirement that limited emergency medical technician 1 (EMT 1) licensure to counties with populations exceeding 500,000, making licensure available statewide.

Extends EMT 1 licensing eligibility to emergency medical services personnel in smaller counties including Maui, Kauai, and Hawaii County, such as firefighters and lifeguards.

Maintains existing licensure requirements for EMT 1 applicants including course completion, CPR certification, National Registry examination passage, and supervision by a licensed physician or osteopathic physician.

EMT 1 licensees must restrict their scope of practice to basic emergency medical care and document care in a pre-hospital emergency medical records system compatible with the state's EMS system.

Takes effect upon approval.
