HI SB2021

Increases the annual payment to the Office of Hawaiian Affairs (OHA) from $15,100,000 to $21,500,000 beginning in fiscal year 2022-2023, representing OHA's pro rata share of public land trust income and proceeds.

Appropriates $64,000,000 to OHA for fiscal year 2021-2022 as a portion of income and proceeds from the public land trust, to be deposited into the native Hawaiian trust fund.

Requires state departments (Agriculture, Accounting and General Services, Business/Economic Development/Tourism, Education, Land and Natural Resources, and Transportation harbors division) to transfer $5,375,000 quarterly (or $21,500,000 annually) from public land trust revenues to OHA.

Establishes a working group with three members appointed by the Governor and three by the OHA board of trustees to account for all ceded lands and income from the public land trust, and to determine the full 20 percent pro rata share owed to OHA annually.

Requires the working group to submit findings, recommendations, and proposed legislation to the legislature regarding the complete annual amount of OHA's 20 percent pro rata share of public land trust income and proceeds.
