Requires the Department of Land and Natural Resources to establish a marine finfish hatchery system to produce juvenile mullet (pua ama) and milkfish (pua awa) for stocking Hawaiian fishponds (loko ia).

Authorizes the department to adopt rules under Chapter 91 regarding application of hatchery technology for repair, strengthening, reinforcement, and maintenance of loko ia.

Appropriates funds from general revenues for fiscal year 2022-2023 to hire hatchery experts, purchase equipment and supplies, and conduct training workshops (specific amount left blank in bill text).

Addresses food security by reviving fishpond production, which historically yielded 400-600 pounds of sustainable protein per acre annually, with estimated savings of $300 million annually if 10% of food imports were replaced locally.

Takes effect July 1, 2050.
