HI SB2027

Amends Hawaii Revised Statutes Section 707-701 to add three new circumstances that constitute first-degree murder when a person intentionally or knowingly causes death.

Adds that killing a person less than ten years old constitutes first-degree murder.

Adds that killing a pregnant person constitutes first-degree murder.

Adds that murder committed in a manner that is especially heinous, atrocious, or cruel, manifesting exceptional depravity (defined as a conscienceless or pitiless crime unnecessarily torturous to the victim) constitutes first-degree murder.

Takes effect July 30, 2075.
