Amends Section 11-334, Hawaii Revised Statutes, to clarify that candidates are not required to file preliminary reports for general elections if they were unsuccessful in the primary election or were elected in the primary election.

Modifies the reporting requirements to specify that preliminary reports due ten days before a general election (subparagraph E) are subject to the same exemption as preliminary reports due in October (subparagraph D).

Amends Section 11-339(b) to require candidate committees to aggregate both contributions "and" expenditures (rather than "or") when determining if they must file reports based on the $1,000 threshold.

Amends Section 11-339(c) to require noncandidate committees to aggregate both contributions "and" expenditures (rather than "or") when determining if they must file reports, with notification required by the fifth calendar day before the preliminary primary report due ten days before the election.

Effective upon approval with housekeeping changes to make campaign spending reporting requirements consistent across candidate and noncandidate committees.
