SB2044 Summary

• Increases the maximum fine for campaign spending law violations by noncandidate committees making only independent expenditures from $1,000 to $5,000 per occurrence.

• Applies the higher fine threshold only to noncandidate committees that have received at least one contribution exceeding $10,000 from any one person or made expenditures totaling more than $10,000 in an election period.

• Allows the Campaign Spending Commission to assess fines up to three times the amount of an unlawful contribution or expenditure for violations by eligible persons or committees.

• Permits the Commission to order that fines assessed against a noncandidate committee be paid from the personal funds of the committee's officers, rather than committee funds.

• Removes the reference to section 281-22 from the Commission's authority to make decisions or issue orders affecting violators of campaign finance law.
