Amends Section 11-62 to require petitions for new political party qualification to include the "month and date portion" of voter birthdates rather than full dates.

Changes the deadline in Section 11-63 for all political parties to file their rules with the chief election officer from 150 days to 170 days prior to the next primary election.

Changes the deadline in Section 11-64 for parties to submit officer names and addresses to the chief election officer from 90 days to 170 days prior to the next primary election.

Takes effect upon approval.
