Adds new subsection (i) to Hawaii Revised Statutes Section 663-1.5 to provide liability immunity for county lifeguards and their employing counties for acts or omissions while providing rescue, resuscitative, or other lifeguard services on beaches or in the ocean, except in cases of gross negligence or wanton acts or omissions.

Establishes that the immunity applies only to persons qualified as county lifeguards rendering services without remuneration or expectation of remuneration within the scope of their employment.

Makes the liability exemptions for lifeguard services permanent by removing the sunset provision that previously required periodic extension of Act 170, Session Laws of Hawaii 2002.

Renumbers existing subsection (i) definitions to subsection (j) to accommodate the new lifeguard immunity provision.

Takes effect upon approval with no retroactive application to rights and duties that matured or proceedings begun before the effective date.
