• Allows persons receiving citations with county fines to contest them using the same procedures available for contesting state fines.

• Mandates traffic violations bureaus to collect county fines and remit them to county directors of budget and fiscal services on a semi-annual basis.

• Requires state director of finance to remit counties' share of penalty collections for outstanding citations and judgments on a semi-annual basis when a county has enacted an ordinance imposing additional fines.
