HI SB2054

Establishes a climate change mitigation impact fee assessed to every customer renting, leasing, or utilizing a rental motor vehicle beginning July 1, 2022, with the fee amount to be determined by the Department of Land and Natural Resources.

Defines "rental motor vehicle" to include gas-powered vehicles rented for six months or less, vehicles used for transporting persons on pleasure or sightseeing trips, and mopeds rented by customers, excluding vehicles used solely for work, school transportation, or transporting persons with disabilities.

Creates a climate change mitigation special fund to receive all collected fees, legislative appropriations, and private donations for use in climate change mitigation, environmental management, environmental conservation, natural resource protection, environmental education, and sustainable tourism practices.

Requires the Department of Land and Natural Resources to establish rules under Hawaii Revised Statutes Chapter 91 necessary for collecting the climate change mitigation impact fees.
