Board of Land and Natural Resources must identify all public lands suitable for planting and harvesting koa trees as part of its management plan required under section 183-16.5.

Administrator appointed by the board is authorized to issue licenses to applicants desiring to plant, care for, and harvest koa trees on leased public land if lands are determined suitable, applicant pays appropriate fees, and applicant complies with board rules.

Licenses issued to lessees of lands owned by the Department of Land and Natural Resources or Department of Agriculture entitle licensees to plant, care for, and harvest koa trees at their discretion.

Act takes effect upon approval.
