Requires the University of Hawaii and Hawaii Broadband and Digital Equity Office to jointly convene a working group to determine the appropriate governance structure for implementing, operating, and maintaining broadband infrastructure development in the State.

Working group must include the presidents of the University of Hawaii and strategic broadband coordinator as co-chairs, plus directors of finance, commerce and consumer affairs, health, business/economic development, the comptroller, superintendent of education, Hawaiian homes commission chairperson, and county mayors.

Working group shall provide recommendations for a governing body to oversee broadband assets, consider technical and financial sustainability, consult subject matter experts, and identify revenue sources including landing fees, fiber cross-connects, and usage rights.

Appropriates $360,000 from general revenues for fiscal year 2022-2023 to fund three full-time exempt administrative positions for the Hawaii Broadband and Digital Equity Office.

Appropriates $200,000,000 from American Rescue Plan Act funds for fiscal year 2022-2023 to the University of Hawaii for planning and implementation of a statewide broadband initiative; working group must submit findings and recommendations to the legislature by twenty days before the 2024 regular session convenes.
