Adds the director of business, economic development, and tourism as an ex officio voting member to the Hawaii Tourism Authority (HTA) board of directors.

Adds four officials as ex officio nonvoting members: the director of transportation, chairperson of the board of land and natural resources, chairperson of the board of agriculture, and executive director of the state foundation on culture and the arts.

Expands HTA authority and responsibilities to include facilitating community-based destination management action plans developed in partnership with counties and managing tourism development.

Repeals the separate HTA advisory group, consolidating advisory functions into the board structure with the addition of ex officio members.

Effective July 1, 2050.
