Establishes the Department of Education Commercial Enterprises Revolving Fund to receive all revenues from commercial enterprise operations conducted by the Department of Education

Authorizes the department to expend revenues from the fund for operation costs including personnel hiring, commercial space renovation, and purchasing merchandise, supplies, and equipment

Exempts fund expenditures from compliance with chapters 76, 78, 89, 103, and 103D of Hawaii Revised Statutes

Permits the department to transfer all available funds (except general funds) into the revolving fund to finance establishment of new commercial enterprises

Authorizes the department to adopt administrative rules under chapter 91 to govern expenditure of revenues in the revolving fund
