SB2103 Summary

• Abolishes Kalawao County and incorporates the Kalaupapa settlement area (Kalaupapa, Kalawao, and Waikolu on Molokai) into Maui County effective January 2, 2025.

• Amends Hawaii Revised Statutes Section 4-1 to reduce Maui County districts from seven to six by removing the separate Kalawao district.

• Updates county definitions throughout the statutes (sections 11-1, 231-2, and others) to reflect that Maui is now the only county in the Maui County jurisdiction, removing all references to Kalawao County as a separate entity.

• Repeals sections 326-34 through 326-38 which governed Kalawao County's structure, sheriff appointment, and operations under the Department of Health.

• Maintains special tax exemptions and fishing law exemptions for Hansen's disease patients and kokuas in the Kalaupapa settlement area by referencing the geographic location rather than the now-abolished county.
