Authorizes counties to conduct a power of sale on real property to satisfy unpaid civil fines after all notices, orders, and appeal proceedings are exhausted.

Requires counties to enact ordinances establishing the power of sale procedures before implementing this enforcement mechanism.

Applies to unpaid civil fines imposed by counties for violations of ordinances, after property owners have had opportunity for administrative and judicial review.

Adds clarifying language to Section 46-1.5, Hawaii Revised Statutes regarding county general powers and limitations.

Takes effect upon approval.
