Amends Hawaii Revised Statutes section 1-28.5 to allow government agencies to publish public notices on official websites or electronic calendars as an alternative to newspaper publication.

Agencies choosing online-only publication must evaluate and document their rationale if the notice impacts persons with limited broadband access or limited technology experience.

Requires agencies posting notices online to use accessible formats on accessible official websites and provide a disclaimer from January 1, 2023 through June 30, 2023 stating that online posting may begin after July 1, 2023.

Preserves existing transparency procedures under Hawaii Revised Statutes chapters 91 and 92 (Administrative Procedures and Public Agency Meetings and Records).

Effective upon approval, providing cost-effective and expedient notice options for routine matters and emergency situations such as environmental hazard advisories and disaster response activities.
