Adds "socioeconomic disparities" to Hawaii's environmental review process, defined as significant disparities in the relationship between race, socioeconomic status, and health, measured by income, educational achievement, and occupation.

Amends the definition of "significant effect" under Hawaii's environmental law to include actions that "exacerbate socioeconomic disparities" alongside other environmental considerations.

Requires agency decisionmakers to assess the impact of proposed actions on socioeconomic disparities as part of the environmental review process.

Applies prospectively and does not affect rights, duties, or proceedings that began before the effective date.

Effective date: July 30, 2075.
