S.B. 2127 Summary

• Establishes a noise pollution task force within the Department of Health to investigate noise pollution and provide recommendations for better regulation of excessive noise from stationary and non-stationary sources throughout Hawaii.

• Task force shall examine the extent of noise pollution law violations, sufficiency of existing laws and regulations, enforcement effectiveness, laws preventing enforcement, and other relevant issues.

• Task force membership includes the Director of Health (chair), one representative each from the four counties, one police department representative from each county, one Department of Public Safety Sheriff Division representative, one State Senator, and one State Representative.

• Task force shall submit findings, recommendations, and proposed legislation to the legislature no later than twenty days before the 2023 regular session and shall be dissolved on June 30, 2023.

• Appropriates unspecified general revenue funds for fiscal year 2022-2023 to support the task force operations, effective July 1, 2022.
