Authorizes the Department of Transportation to negotiate leases for non-maritime use of commercial harbors, docks, wharves, piers, quays, bulkheads, and landings within the Aloha Tower complex as established by section 206J-3.

Adds this new leasing authority as subsection (3) to Section 266-2(a) of the Hawaii Revised Statutes, with existing provisions renumbered accordingly.

Maintains the Department's existing powers to control and manage state commercial harbors, collect fees for maritime services, and regulate use of state-owned harbor facilities.

Takes effect upon approval.
