Amends Section 321-193.7 of Hawaii Revised Statutes to require the Department of Health and pertinent county agencies to work together to resolve problems and complaints regarding clean and sober homes.

Requires the Department of Health to educate the public on clean and sober homes, the department's registry of clean and sober homes, state and county procedures pertaining to clean and sober homes, and contact information and procedures for inquiries and complaints related to clean and sober homes.

Maintains the existing requirement for the Department of Health to establish a toll-free telephone number to receive complaints regarding clean and sober homes.

Takes effect upon approval.
