Amends Hawaii Revised Statutes Section 84-2 to clarify that the state ethics code continues to apply to interns whose internship with the State extends beyond 180 days.

Adds a new definition of "intern" in Section 84-3 to include individuals performing unpaid services for the State for a specified number of hours per week as part of an educational institution's internship program, or employees on unpaid leave from private sector employers to work for the State for a fixed period.

Amends the definition of "employee" in Section 84-3 to explicitly include interns, thereby subjecting them to the provisions of the state ethics code.

Takes effect on July 1, 2112.
