Amends Chapter 103 of Hawaii Revised Statutes to add a new section establishing a 15% cap on professional services expenditures for all state capital improvement projects.

Defines "professional services" by reference to section 103D-104 of Hawaii Revised Statutes.

Defines "total project budget" to include all moneys authorized or appropriated for a capital improvement project across all fiscal years, encompassing planning, land acquisition, design, construction, and equipment and furnishing costs.

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that existed prior to the bill's effective date.
