Adds a definition of "board packet" to Hawaii Revised Statutes as documents compiled and distributed to board members before meetings, excluding records not fully public under chapter 92F that cannot be reasonably redacted.

Requires board packets to be made available for public inspection at least 48 hours prior to board meetings, but only if the board chooses to use board packets.

Modifies open meetings requirements to allow boards to provide oral testimony opportunities at any time during meetings, not limited to the beginning, while boards may establish reasonable administration rules.

Clarifies that boards must provide written notice to persons requesting meeting notifications that board packets are available for inspection and must accommodate electronic access requests.

Takes effect July 1, 2112.
