Authorizes the Hawaii Department of Human Services to provide monthly housing assistance subsidies to eligible households receiving Temporary Assistance for Needy Families (TANF) or Temporary Assistance for Other Needy Families (TAONF) benefits while participating in the First-to-Work program.

Amends Hawaii Revised Statutes Section 346-261 to establish the authority for housing assistance subsidies and require updates to TANF expenditure plans to account for housing subsidy costs.

Appropriates unspecified amounts from general state revenues for fiscal year 2022-2023 to fund housing subsidies for TAONF participants and for system enhancements at the Department of Human Services.

Appropriates unspecified amounts from federal TANF block grant funds for fiscal year 2022-2023 to fund housing subsidies for TANF participants.

Takes effect on December 31, 2050.
