Removes the requirement that emergency vehicles use sirens in all situations while maintaining visual signal requirements.

Exempts police vehicles from this flexibility, requiring them to continue using sirens when exercising emergency privileges.

Addresses concerns about noise pollution in residential areas while preserving safety by allowing siren discretion in low-traffic situations such as nighttime response when streets are empty.

Takes effect upon approval.
