Restricts leaf blower operation in residential zones to 8:00 a.m. to 6:00 p.m. on weekdays and 9:00 a.m. to 6:00 p.m. on Sundays and state/federal holidays in urban land use districts.

Allows government entities and their agents to operate leaf blowers during prohibited hours only in cases of emergency as defined in section 127A-2.

Defines "residential zone" to include residential districts, apartment districts, and business mixed use districts.

Establishes escalating fines for violations: $50 for the first violation, $100 for the second, $200 for the third, and $500 for each subsequent violation.

Permits counties to adopt stricter leaf blower restrictions than state law, with the more restrictive requirement applying in case of conflict.

Effective January 1, 2050.
