Requires the exterior envelope of mailed ballot packages to include instructions on how to obtain language translation services in Hawaiian and at least the five most-utilized foreign languages by limited English proficient persons in Hawaii.

Addresses concerns that non-English speaking voters lack adequate notice of available translation services when voting by mail, particularly those speaking languages other than Ilocano and Chinese or living outside of O'ahu.

Aligns with existing state language access laws requiring written translations of vital documents for limited English proficient populations comprising 5% of the population or 1,000 persons, whichever is less.

Takes effect upon approval and applies beginning with the 2024 primary election.

Does not exempt or supplant requirements under Section 203 of the federal Voting Rights Act.
