Establishes statutory procedures for impeachment of the governor, lieutenant governor, and appointive officers requiring senate confirmation, fulfilling constitutional requirements under Article III, Section 19 of the Hawaii State Constitution.

Specifies three grounds for impeachment: treason, bribery, or other high crimes and misdemeanors; misfeasance, malfeasance, or nonfeasance; or moral turpitude.

Grants the House of Representatives sole power to impeach and requires a two-thirds majority of the Senate to convict and remove an officer from office.

Establishes detailed procedures including: a 30-day minimum notice period before hearing, Senate appointment of court personnel (clerk, marshal), witness compensation at civil court rates, and compensation for managers and senators during trial.

Provides that impeached appointive officers are disqualified from performing duties until acquitted, while impeached governors and lieutenant governors may continue official duties pending conviction, and allows the governor to temporarily appoint replacements for disqualified appointive officers.
