Prohibits the Department of Health from issuing new permits for large capacity underground storage tank systems located mauka (inland) of the underground injection control line beginning July 1, 2022, except for repair or removal of existing tanks.

Prohibits operation of large capacity underground storage tank systems located mauka of the underground injection control line and prevents permit renewals for such systems beginning January 1, 2023.

Defines "large capacity underground storage tank system" as any fuel tank or tank facility with a capacity over one hundred thousand gallons or field constructed tanks.

Defines "underground injection control line" using specific quadrangle maps from the Department of Health's Underground Injection Control Program (effective July 6, 1984) covering all Hawaiian islands.

Effective date of July 1, 2050.
