Requires the governor to nominate Board of Education members for reappointment at least 150 days before their term expires.

Requires the senate to consider reconfirmation of members at least 60 days before the term expires, reduced from the previous 120-day requirement.

Limits holdover members from serving beyond the end of the first regular legislative session following their term's expiration unless they have been reappointed and confirmed by the senate.

Immediately disqualifies holdover members from serving if the governor withdraws their reappointment nomination prior to senate confirmation.

Requires the governor to submit to the senate annually, no later than 20 days before each regular legislative session, a list of any interim appointments made and the number of vacancies on the board.
